Talent Alignment Strategy

The Toledo Region Talent Alignment Strategy is a workforce development initiative led by the Toledo Regional Chamber of Commerce and several community partners. The Talent Alignment Strategy aims to align education and workforce efforts with the needs of employers to ensure that the region has a robust talent pipeline for years to come.

About the Talent Alignment Strategy
Talent availability is the leading location factor for companies today, and Toledo's growing economy has translated into greater demand for workers in industries from technology to manufacturing to healthcare to hospitality. The most prosperous communities are those developing comprehensive and collaborative strategies to address talent development, reengagement, retention, and recruitment.

To meet these challenges, the Toledo Regional Chamber of Commerce initiated a Talent Alignment Strategy in 2019 for the Toledo Region to ensure education and workforce development efforts are aligned with the needs of employers. The data report has been updated for 2025.

For questions, please contact Jeff Schaaf, Vice President of Talent Strategy & Signature Events OR Sara Swisher, Vice President of Talent & Workforce at 419.243.8191.

NEW RELEASE: 2025 Data Report

This report, the Supply-Demand Gap Analysis, shows how well labor demand in the Toledo Region is served by the output of local post-secondary graduates (degree completions). In this analysis, we identify occupations with potential shortages –where the supply of local graduates is insufficient to meet projected employer needs. Unless existing trends are reversed, these occupations will require the attraction of labor from other parts of the multi-state region and the US. Each occupation group analyzed is described in terms of being in balance with graduate output, over-supplied by graduates, or under-supplied.

Section 1: Talent Demand Analysis Analysis determines the makeup of the region’s labor force and identifies the industries and occupations that are thriving.
We look at five-year growth rates for industry and occupation clusters and compare the mix of local clusters concentrations relative to the US.

Section 2: Talent Supply Analysis conducts a deep-dive analysis of regional graduate output. We look at ten-year trends in degree cluster growth, with
comparisons to the US.

Section 3: Supply-Demand Gap Analysis identifies what skills the workforce currently has, what skills employers need, and where potential gaps may exist in
the workforce pipeline. This section draws on the extensive data analysis in the previous section and connects the dots between occupational demand by
employers and the output of graduates by skills.
