Corporate Intelligence Consultants (CIC) was started 40 years ago by Dick Cotner and his son, Steve. Dick was retiring as Agent in Charge of the IRS Criminal Investigation office in Toledo and Steve, who had worked in undercover drug units, had just completed his degree in Criminal Justice at BGSU. CIC offers employment screening services, background checks, surveillance and security consultation.

Dick was retiring as Agent in Charge of the IRS Criminal Investigation office in Toledo and Steve, who had worked in undercover drug units, had just completed his degree in Criminal Justice at BGSU. CIC offers employment screening services, background checks, surveillance and security consultation.
In 1977, Dick and Steve felt the time was right for a father/son collaboration and they officially opened their doors in May. Several local attorneys, including former US District attorney Bill Connelly, had asked Dick to consider starting a business to fill a tremendous need in the area. The duo quickly added other retired FBI and IRS agents to their team, who brought with them tremendous skills in interviewing, accounting, and developing evidence. Their experience and professionalism were a beacon of integrity that the company was founded on and remains part of the company culture today.
Within a few years, it became evident that employers needed a means of identifying qualified candidates for employment. Consequently, in 1980, Corporate Intelligence Consultants added pre-employment background checks to the services they offer clients. As the business has grown, the tools and systems available have greatly improved so that, now, professional, FCRA-compliant Pre-Employment Screening is more affordable and take a fraction of the time they used to.

Steve is a graduate of Owens Community College in Law Enforcement and Bowling Green State University in Criminal Justice and very active in the community. He has been a member of The American Society for Industrial Security, a three-time former Toledo Chapter Chair of ASIS, and a member of The Ohio Association of Security and Investigation Services. In 2005 Steve was appointed by Governor Bob Taft to serve on the Ohio Private Investigation and Security Services Commission, and later, reappointed by Governor Ted Strickland. Commissioner Cotner was chosen to chair the Private Investigation Subcommittee. Steve serves as a trustee for the YMCA of Greater Toledo and is an active member of the Rotary Club of Perrysburg.
